COST OF OVERSEAS BROADCASTING SERVICES

1. Estimates drawn up for the year 1940/41 included £352,000 total revenue and capital expenditure on the Empire Service, and £617,000 on the Foreign Service, including the sum of £10,000 for “General Contingency”. No general administrative costs were charged to the services. These estimates do not cover the Monitoring service, the scope of which is unaffected by the new proposals.

2. Since these estimates were presented, authority has been sought and obtained for a number of additions to the Foreign Service (notably news services in Finnish, Dutch, Norwegian, Iranian: a Hindustani programmed service etc. etc.).

The cost of these additions is:-

(i) Programmed expenditure -
Hindustani £4,000
(ii) Salaries £35,000
(iii) Travelling, stationery, postage etc. £ 3,000
(iv) Public Relations salaries £ 8,000
Total £50,000

The General contingency figure of £10,000 can now be deleted from the estimate, as these supplementary applications cover the developments for which the amount was put by.

These additions therefore increase the cost of the Foreign Service by a net amount of £40,000 to the figure of £1,009,000.

Estimates so far drawn up for the further development now proposed are:-

4. This amount is made up as follows:-

The new proposals therefore being the cost of B.B.C. external services up to the figure of £1,361,000 a year.
