Note for discussion at Policy Committee Monday 29th July.

At Policy Committee on Monday 22nd July, 1940, the B.B.C. was asked to investigate the possibility of interpolating propaganda of British origin on Hamburg, Bremen or other German wavelengths, when they were closed down as a result of R.A.F. activity. A note has now been received from Sir Noel Ashbridge in summary its points are:-

1. Hamburg and Bremen are bad stations on which to try the experiment. They are used mostly for foreign propaganda and do not command a large German audience.

2. Deutschlandsender would be the wavelength to use, but we have no long-wave transmitter which could be used for this purpose at short notice.

3. Such action on our part would invite more effective reprisal from the enemy.

4. To take this action in respect of other German medium waves would -

(a) need the use of more than one transmitter for security reasons and would weaken the Home service, and

(b) soon be rendered ineffective by German action.
