Advisory Panel of Advertising Experts.

With a view to improving the standard of the Ministry's publicity work it is proposed that an advisory panel should be set up, consisting of three members of the advertising profession. This panel would sit in the Ministry, probably on only one day each week, and would consider all the proposals for advertising campaigns and all the material prepared in draft or rough form. The members would review and criticise and edit this material or if the material were inadequate, make fresh suggestions.

By having a panel of three no one advertising agency would be debarred from doing the Ministry's work but it would be understood that if work were being considered which had been done by an agency represented on the panel, this representative would take no part in the proceedings.

The three advertising experts it is proposed to consult in this way are:

Mr. John Gloag, of Pritchard, Wood & Partners Ltd.

Mr. Ashley Havinden, of Crawfords Ltd.

Mr. P.H. Thomson, of Service Advertising Ltd.

They have all been approached and they and their firms are quite willing that they should undertake the work. It would be intended that they should serve without remuneration, but it would of course be necessary to meet any expenses they might incur in assisting the Ministry.

Subject to the approval of the Committee, arrangements will be made for a meeting of the panel as soon as possible.
