Roughly speaking, this Ministry has spent in twelve months :-

£286,000 National Morning and Evening, Sunday.
£71,000 Provincial weeklies
£3,000 Weekly Periodicals
£362,000 Total

Specking again roughly, the Ministry of Food and the War Savings committee have spent :-

£600,000

But this does not come out of the Ministry of Information's vote.

The Ministry of Information is changed with General Propaganda and the Press, as a whole, are inclined to measure us separately from the Ministry of Food and the War Savings Committee; the two latter Ministerial Department running their own Press and Publicity Departments, the results of which are reflected in the editorial columns of the whole of the Press.

If the policy of the Ministry of Information is not to substantially increase its total expenditure, and having regard to what transpired at seating which Lord Southwood introduced, it is suggested that on the basis of:-

£236,000 spent in the National Press
£71,000 spent in the Provincial Weeklies = 10% of total
£56,000 be spent in the Periodical Press = 10% of total
£393,00

An increase on last year's total expenditure of £131,000.
