P. C. 19.
Memorandum by Minister dated 8th, April.

Lord Beaverbrook's Propaganda Pamphlet.

I thought this was worth considering as propaganda publicity, but received a message to the contrary. I hear that MacBride says it is not suitable for neutrals because Lord Beaverbrook admits that he opposed the war. Mr. Hodson says that the article has already been published in all Dominions. Mr. Childs says he thinks Press Attachés in all neutral countries should have copies for distribution. He says the most interesting thing about it is that Lord Beaverbrook is a neutral and writes from a neutral point of view.
