The following paper sets out the Propaganda plans and budget of the Empire Division, for the period April - September, 1940. The proposals have been examined and agreed by the other Divisions concerned, including Finance, in consultation with Mr. Hodson. Action is now being taken accordingly.

It will be noted that no provision is made in these estimates for Film publicity in and about the Empire which is difficult to estimate separately, and is covered by the provision of. £500,000 for film publicity in general.

Apart from this, the total estimate is £51,519 in the June quarter, and £91,689 in the September quarter, including £30,000 for posters - a figure which must be regarded as subject to review in the light of general policy at the time.
