The tonnage allowed for Posters has been calculated on the basis of a commercial campaign involving the expenditure of £100,000 per annum on sites, plus 4 campaigns for display of posters on free sites, each campaign using on the average the equivalent of 500,000 30” x 20” posters. These quantities are based on experience of previous campaigns and those which it is anticipated the Ministry will probably be asked to undertake.

Tonnage based on estimated commercial distribution through bookstalls, bookshops, etc., of 100,000 per month. The distribution of the first issue was entirely abroad and amounted to 505,700 copies. The Select Committee of the House of Commons pressed for this to be placed on sale in this country.

This tonnage is designed to cover a number of separate campaigns, the total being based on the number of posters required for a commercial campaign of £200,000 per annum in sites, together with a display on free sites equal in number to the Ministry's own campaigns.

This figure is based on an average distribution of approximately 750,000 11” x 8½” 4 pp. leaflets on four occasions.
