Note by the Secretary

RECORDS

In order to regularise the records of the Committee's proceedings, it is desired to recommend that the following system should be adopted.

(1) Decisions of the Committee will be repeated as in the Cabinet Minutes at the end of the Committee Minutes and the name of the member of the Committee responsible for their execution will be recorded.

(2) Each: decision will be extracted and sent in duplicate to the member named. One copy will be used the registered file on which action is recorded; this will be returned to the Secretary suitably noted, as a discharge of the Committee's recommendation. A pro for the purpose will be drawn up.

(3) Copies of all Cabinet Sub-Committee [illegible]submitted by the Ministry and extracts from the [illegible]conclusions and discussions relating to responsibility the Ministry will be filed by the Secretary.

(4) Papers for circulation should be sent to the Secretary, Policy Committee, Room 215, marked “Priority” and not to any officer by name.

(5) Papers likely to give rise to discussions at the Policy Committee should be marked to the Secretary to see, impossible shortly before the matters are ripe for discussion.

(6) It is impracticable to separate secret from non-secret matter in the Minutes, and it is assumed, subject to the Committee's direction, that they are treated as “Lock and key” documents; that is, that they remain in the personal custody of the members and are locked up when not in use, in such a way that no unauthorised person can have access to them.
