2. B.B.C. OFFICERS IN NEW YORK .

The conclusion to Minute 2 of June 28th was inaccurate, and should be amended to read as follows:

“The Chairman directed Mr. Grubb and the B.B.C. to consider whether effect should be given to Mr. Butler's wishes.”

As the result of this consideration Mr. Grubb now reported that in his view, with which Mr. Grisewood concurred, there was no reason why Mrs. Grant should be attached to B.I.S., and that in the Director-General's absence he had telegraphed accordingly. Her function was purely technical and her case in no way dissimilar to that of other officers appointed to temporary duties by the B.B.C. in America, independently of B.I.S. Mr. Cruikshank, concurring, pointed out that B.I.S.’s, jurisdiction over the B.B.C. office in New York was limited to matters of policy. In view of further telegrams on the subject, and a relevant instruction from the Minister, the. Chairman invited Mr. Grubb to send him the papers for further consideration.

3. CHINA ANNIVERSARY .

Mr. Gates reported the arrangements for the celebration (July 7th) of the anniversary of the outbreak of war between China and Japan, which included Speeches by Mr. Brockington, Lord Aylwin, Mr. Eden and Dr. Wellington Koo. It was understood that the Foreign Secretary would speak for about 25 minutes and it was hoped to secure advance information of the content.

4. RED NAVY DAY .

Mr. Royds reported that the B.B.C. were enquiring whether the Ministry proposed to mark Red Navy Day. It was agreed that no official action was required.
