Mr. Grubb referred to a telegram from Mr. Butler questioning the propriety, as a matter of principle, of the attachment to O.W.I. New York, of an officer of the B.B.C. unconnected with and not responsible to B.I.S. Mr. Grisewood explained that this officer had been lent temporarily to O.W.I. for consultation in preparing broadcasts to third parties. The Board felt that B.I.S. might usefully have been advised when the arrangement was approved by the Ministry; and the Chairman directed that effect be now given to Mr. Butler's wish that the officer should be formally attached to the B.I.S. staff for the duration of her duties.
