2. SIR SAMUEL HOARE AND GENERAL FRANCO . (See Minutes of August 27th) Satisfaction was expressed at the press interpretation of the guidance on this subject issued yesterday; but Mr. Kirkpatrick reported that the Foreign Office was unwilling that its substance should be used in overseas broadcasting. He maintained that it was particularly important for Arabic transmissions and the Mediterranean Basin, and also for Germany and the Balkans, even if Spain were excluded on political grounds. The Board endorsed this view and Mr. Kirkpatrick was invited to make further representations to the Foreign Office accordingly.
