1. Subject to an amendment in the second sentence of item 2 to make it read as below, the minutes of the meeting on 10th June were taken as read and approved:

“It was generally felt that the use of the word ‘democracy’ even in a Home propaganda campaign might have unsatisfactory repercussions in countries abroad other than America and the Dominions.”

2. Campaign on Rationing.

Lord Davidson reported that the Minister had spoken to Captain Lyttleton but that the Board of Trade appeared to be insisting on the use of Press advertising. It was agreed that Lord Davidson should continue to press the Ministry's policy of securing publicity by editorial means; if this failed it would be reasonable to turn to Press advertising. It was understood that a Press Conference had been arranged for the following day at 12.30 but that the Board of Trade felt no confidence in the success of it.
