Mr. Grubb reported that two Canadian delegates to the Commonwealth Trades Union Congress had arrived in this country and that, although previously it had been understood that no action would be required of the Ministry, the High Commissioner's office had now asked that arrangements be made for a tour of factories, etc. Apprehensions had been expressed by Home Division as to the character of the speeches (formal or informal) which the delegates might be expected to make to the factory hands; and in Mr. Gates's absence Mr. Grubb asked for a ruling. The Board agreed that the arranging of facilities involved the Ministry in no responsibility for the sentiments of the visitors, and the Chairman directed that the required arrangements should be made.

Mr. Francis Williams reported that the objections to the Stationery Office proposal that publication date be postponed for a week had now been removed, since the American publishers had proposed a similar postponement. Publication on both sides of the Atlantic would therefore take place on May l8th.
