This paper is an attempt to weave together, as far as possible, in schematic form, the ideas put forward in the various papers, including the Parliamentary Secretary's paper, Mr. Parker's paper, Mr. Newsome's paper, the D.P.R's memorandum, the memorandum from the General Productions Division, Mr. Hugh Martin's notes, and my own views as expressed at the Planning Committee and the Sub-Committee, and embodies, as the introduction to Section 6, Moral Appeal, an introductory paragraph to meet certain criticisms of the original paper made by Mr. Martin at the Sub-Committee meeting, and agreed by the Sub-Committee.
