EXCECUTIVE BOARD.
Tuesday, June 10th, 1941.

The paper circulated to the Board for the meeting on the 6th June is the result of a decision of Planning Committee (No. 888) that the Ministry should have in readiness a campaign to raise the spirits of the nation. Its contents were agreed by a Sub-committee consisting of the Parliamentary Secretary, Mr. Parker, Mr. Francis Williams and Mr. Martin. They are based on discussions in the Planning Committee and various papers on the subject which had been sent in, notably from the Parliamentary Secretary, Mr. Parker and the D.P.R.'s memorandum of last autumn. The actual drafting is the work of Mr. Francis Williams.

It must be emphasised that this paper is not intended to be comprehensive. Many aspects of our propaganda policy are not mentioned and will of course continue even should the recommendations of this paper be put into effect. It is intended as a brief for a particular campaign, and if accepted will be handed over to the producing Divisions to work out in detail.
