Proposal to circulate a paper on Air Defence

There is still a good deal of popular misunderstanding about the air raid defences of this country, and it is suggested that it would be useful if a paper on this subject were circulated to the 8,500 members of Local Information Committees. A copy of the paper is attached.

The Air Ministry have been consulted on this point, and have prepared a document and have no objection to this being circulated to the Committees, provided it is not communicated to the press. This paper has already been sent to Regional Information Officers, who express the view that it should go to the Committees.

The Parliamentary Secretary has been consulted and sees no objection from the parliamentary point of view. The D.D.G. has approved, provided the Executive Board concurs; and the Home Planning Committee has given their blessing to the scheme.

Apart from the direct purpose of circulating this paper to the Committees, it will be useful in giving the members an increased sense of their responsibility, which is an essential first step towards making them more useful to the Ministry.
