The Reuter story yesterday of “Millions Massing for an Invasion of Europe,” datelined from a United States east coast port was discussed. Mr. Francis Williams pointed out that this American release broke a stop which had been imposed in this country. He agreed to discuss the matter with Brigadier-General McClure.

3. KHARKOV TRIALS .

The Chairman asked whether the Board were in favour of obtaining from the Russians a full account of the Kharkov trials in order to print it in this country. It was left to Mr. Royds to investigate and report on the proposal.

4. CENSORSHIP RULES .

President Roosevelt's declaration on Press Censorship Regulations was considered. The Chairman ruled that action should be deferred until it was seen how the proposals worked in practice.
