COMMERCIAL PROPAGANDA .

Lord Davidson referred to the difficult situation in which we were placed through the attitude adopted by the Treasury on the subject of Commercial Propaganda abroad. The B. of T., the D.O.T., the Export Council, the M.E.W., and the Ministry of Shipping were all anxious from their different points of view to see increased background and prestige propaganda undertaken abroad, and in certain cases specific lines of exports pushed. In his view the time was now ripe for a big drive through commercial channels. No Department was equipped to perform the work except the Ministry of Information.
