Mr. Grubb reported a proposal, supported by the Foreign Office, that the Ministry should entertain to lunch a party of visiting consuls from Latin America. This proposal was approved.

In connection with the Anglo-Soviet Treaty Anniversary (see FP/8052/4 Minutes of May 6th), Mr. Grubb further reported a proposal that the Ministry should entertain to lunch the Press staff of the Soviet Embassy, together with members of the various Russian publicity services in this country, to a total of about a hundred persons. This was felt to be disproportionate to the Ministry's obligations to the suggested guests; and the Chairman ruled against it.
