The Chairman referred to a proposal that the Minister should attend a Conference of Lecturers on Dominions themes due to take place at Leeds. Mr. Gates explained that this proposal was supported by the Empire Division; but the Board concurred in the Chairman's view that it would give an undesirable air of organised propaganda to activities which would more suitably remain unobtrusive.

3. “DESERT VICTORY” FOR FACTORY WORKERS.

Mr. Gates reported the results of a sample enquiry conducted in a number of industrial areas showing (1) the percentage of factory workers who had already seen commercial showings of “Desert Victory” and (2) the reasons given by those who had not. It was felt that there was evidence of a sufficient unfulfilled wish to see this film to justify arrangements for special showings to factory workers.

4. SECOND ANNIVERSARY OF SOVIET-GERMAN WAR:

Mr. Grubb reported that the Soviet Embassy had enquired whether this anniversary (June 22nd) was to be the subject of any formal celebrations, or whether Soviet officials could feel free to accept invitations to unofficial ceremonies. It was agreed that no official action was called for.
