2. CARELESS MONITORING . (See Minutes of 4th February, 1943)

Mr. Francis Williams maintained that the analysis provided by the B.B.C. Monitoring Service showed that Reuter and the press had some justification for their treatment of Goebbels’ incident. The Board agreed with Mr. Ryan's view that it had been overplayed, but felt that the evidence hardly justified the circulation of a guidance to editors.
