Mr. Grubb reported that a request had been received from the Soviet Embassy for a quantity of paper in order to reproduce as a pamphlet the text of Marshal Stalin's last speech. It was felt that as the Soviet Government had given us similar facilities for reproducing the Prime Minister's speeches in Russia, this request should be agreed to.
