1. The question was raised of what procedure should be followed in dealing with applications to visit France and Belgium from voluntary, commercial and religious organisations. It was decided that, except where publicity considerations were directly involved, applicants should be referred to the Foreign Office.

2. A proposal for inviting 8 Belgian editors to Britain was reported. This was approved so long as the visit took place after the present tour of French editors had been completed.

3. A suggestion had been received from the National Congress for Friendship and Cooperation with the U.S.S.R. that the Ministry should take a stall at their Russian Exhibition in London to display its Russian publications. It was agreed that this should be done, provided that the Congress had the approval of the Home Office.
