Mr. Royds reported that the Foreign Office representative, in a minority of one among those concerned, was pressing for the participation in these celebrations of military units of the other Allied Nations. He requested confirmation of the general principle that “Red Army Day” was to be a tribute by Great Britain to the Red Army, to which the symbolic adhesion of other Allies was unnecessary and inappropriate. Mr. Gates added that it was also a practical impossibility in the provincial celebrations; and Mr. Royds was invited to reaffirm the Ministry's view with all necessary emphasis.
