SECRET
APPENDIX

The following results have just been received from the British Institute of Public Opinion. The samples were of the usual size. The results confirm quantitatively the qualitative trends recorded in the Home Intelligence Reports over the past few weeks.

1. QUESTION: “Do you feel that Britain has taken or has not taken full advantage of the opportunities offered by the German attack on Russia?”

RESULT:

Has taken full advantage 29%
Has not taken full advantage 49%
Don't know 22%

2. QUESTION: “Are you satisfied or dissatisfied with the Government's conduct of the war?”

The same question was asked in June 1941, and both results are given below:

RESULTS:

June 1941 Oct. 1941
Satisfied 58% 44%
Dissatisfied 30% 38%
Don't know 12% 18%

Though there has been a fall in satisfaction of 14 points, dissatisfaction has risen only by 8 points, while the “don't know” replies have risen by 6 points. There is thus an appreciable increase in both dissatisfaction, and in doubt. Probably the feelings of “frustration and impotence” which have been increasingly recorded in our weekly reports account for the high “don't know” figures.
