A ruling was asked for in the case of Mr. Thornton, delegate from Australia to the World Trade Union Conference and a Communist, who was anxious to address meetings arranged by the Ministry. As the meetings would be closed ones in factories and not open to the public, and as Mr. Thornton would be speaking in his capacity as an Australian Trade Unionist, it was felt that his services could be made use of without prejudice to the Ministry's normal rule not to have Communist speakers on its platform.
