Mr. Grubb reported that the Book Section of Publications Division had submitted this book by four young Conservatives, with a preface by the Rt. Hon. R.A. Butler, for distribution overseas. It was agreed that, as the subject matter might be regarded as controversial, this book should not be circulated.

N.B. No Minutes were issued on the 28th April and 3rd May, 1943.
